Management agencies of forces participating in protecting security and order at the grassroots level

Article 4 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level in 2023 stipulates as follows:

Principles of organization and operation of forces participating in protecting security and order at the grassroots level

1. Comply with the Constitution and the law; protect and ensure human rights and civil rights; protect the interests of the State, the legitimate rights and interests of organizations and individuals; rely on the people and be subject to the supervision of the people.

2. Subject to the comprehensive leadership of the Party Committee, the management of the People's Committee at the commune level; the guidance, assignment and inspection of the Commune-level Police in performing tasks according to the provisions of this Law.

3. Meet the requirements of protecting security and order; in accordance with the socio-economic conditions of each locality.

4. Do not discriminate based on gender in the force participating in protecting security and order at the grassroots level.

Thus, according to the above regulations, the forces participating in protecting security and order at the grassroots level are under the management of the People's Committee at the commune level.

In addition, the forces participating in protecting security and order at the grassroots level must be comprehensively led by the Party Committee and followed the guidance, assignment and inspection of the Commune-level Police in performing their tasks.
