Maximum health insurance contribution rate for forces participating in protecting security and order at the grassroots level from August 15, 2025

Point d, Clause 6, Article 6 of Decree 188/2025/ND-CP (effective from August 15, 2025) stipulates:

Support at least 50% of the health insurance contribution rate for subjects specified in Points b, c, dd, e and h, Clause 4, Article 12 of the Law on Health Insurance.

Thus, from August 15, 2025, the monthly health insurance contribution rate for those participating in the security and order protection force at the grassroots level is 4.5% of the basic salary and is partly supported by the state budget with a minimum contribution of 50%.

Regarding the basic salary in 2025, the National Assembly agreed not to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in 2025 in Resolution 159/2024/QH15.

Therefore, the basic salary in 2025 will still be applied at the level of VND 2,340,000/month as stipulated in Decree 73/2024/ND-CP.

Comparing the above regulations, the health insurance contribution rate of the force participating in protecting security and order at the grassroots level from August 15, 2025 is as follows:

Thus, according to the above regulations, from August 15, 2025, the State budget will support at least 50% of the health insurance contribution for those participating in the force participating in protecting security and order at the grassroots level. With a minimum support of 50% from the State budget, the force participating in protecting security and order at the grassroots level only has to pay a maximum of 631,800 VND/year.
