Can students be charged for extra teaching in school?
A reader with email thuyhoaxxx@gmail.com asked: If the school organizes extra classes for students, will it be allowed to collect extra tuition fees from students?
The Lao Dong Newspaper Legal Consulting Office replied:
Article 5 of Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning (effective from February 14, 2025) stipulates extra teaching and learning in schools as follows:
1. extra teaching and learning in schools are not collected from students and are only for students who register for extra classes in each subject as follows:
a) Students whose results in late-term subjects are not yet achieved;
b) Students selected by the school to train excellent students;
c) Senior students voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
2. The school organizes for students who are subjects specified in Clause 1 of this Article to write applications for additional study for each subject in each grade (according to Form No. 01 in the Appendix to this Circular).
3. Based on the number of registered students, the school will develop a plan to organize extra teaching for each subject in each grade.
4. The arrangement of classes, timetables and organization of extra teaching and learning must ensure the following requirements:
a) Additional teaching classes are arranged by subject for each grade; each grade has no more than 45 (four hundred and fifty) students;
b) Not arranging extra teaching hours interspersed with the timetable and not teaching extra content in advance compared to teaching according to the subject program distribution in the school's education plan;
c) Each subject is organized for extra teaching no more than 02 (two) periods/week.
5. The plan to organize extra teaching and learning is made public on the school's electronic information page or posted at the school.
Thus, extra teaching and learning in schools are not collected from students.
