Chairman of the People's Committee at the commune level will receive an increase in leadership allowance from January 1, 2026

Clause 3, Article 2 of Decree 07/2026/ND-CP stipulates: Repeat the regulation on leadership allowances for the positions of Chairman of the People's Committee at the commune level and Vice Chairman of the People's Committee at the commune level in Decree 33/2023/ND-CP regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups.

Accordingly, Article 19 of Decree 33/2023/ND-CP stipulates as follows:

Allowances for commune-level leadership positions

Commune-level cadres specified in Clause 1, Article 16 of this Decree are entitled to a leadership position allowance compared to the basic salary as follows:

...

2. Deputy Party Committee Secretary, Chairman of the People's Council, Chairman of the People's Committee: 0.25.

Thus, the allowance coefficient for the Chairman of the People's Committee of the commune is 0.25. The regulation on leadership allowances for the position of Chairman of the People's Committee at the commune level in Decree No. 33/2023/ND-CP has been abolished from January 1, 2026.

According to Clause 8a of the Steering Committee for leadership position allowances (elected and appointed) in state agencies, state public service units; agencies and units under the People's Army and the People's Public Security issued with Decree 204/2004/ND-CP, supplemented by Clause 2, Article 1 of Decree 07/2026/ND-CP, stipulates:

Accordingly, from January 1, 2026, the leadership allowance coefficient of the Chairman of the People's Committee at the commune level will increase from 0.25 to 0.7 for communes, wards, and special zones under Hanoi City and Ho Chi Minh City and 0.6 for the remaining communes, wards, and special zones under provinces and cities.

According to Clause 2, Article 3 of Decree 73/2024/ND-CP, the current basic salary is VND 2,340,000/month.

Thus, the leadership allowance for the Chairman of the People's Committee at the commune level from January 1, 2026 is calculated as follows:

- The leadership allowance level of the Chairman of the People's Committee at the commune, ward, and special zone levels under Hanoi City and Ho Chi Minh City: 0.7 x 2.34 = 1,638,000 VND/month.

- The remaining leadership allowance level of the Chairman of the People's Committee at the commune, ward, and special zone level under the province or city: 0.6 x 2.34 = 1,404,000 VND/month.

Previously, the leadership allowance for the Chairman of the People's Committee at the commune level according to Decree No. 33/2023/ND-CP: 0.25 x 2.34 = 585,000 VND/month.
