The Chairman of the People's Committee at the commune level has the authority to establish a Council to consider awarding the titles of "People's Doctor" and "Excellent Doctor" from July 1, 2025.
Decree No. 147/2025/ND-CP stipulates the division of authority of local governments according to the model of organizing two-level local governments in the field of state management of the Ministry of Health. The Decree takes effect from July 1, 2025 to March 1, 2027.
Article 28 of Decree No. 147/2025/ND-CP stipulates the authority to establish grassroots Council in communes as follows:
The Chairman of the People's Committee at the commune, ward and special zone level is responsible for establishing grassroots councils at the commune, ward and special zone level to consider awarding the titles of "People's Doctor" and "Excellent Doctor" to individuals who have worked at medical facilities under the management authority of the People's Committee at the commune, ward and special zone level as prescribed in Clause 1, Article 11 of Decree No. 25/2024/ND-CP dated February 27, 2024 of the Government regulating the consideration of awarding the titles of "People's Doctor" and "Excellent Doctor". For People's Committees at the commune, ward and special zone levels that are not eligible to establish grassroots councils at the commune, ward and special zone level, the dossier must be sent to the grassroots council at the provincial or centrally-run city Department of Health.
The number of Council members is from 5 to 7 members. The Council members include: The Chairman of the Council is the representative of the People's Committee at the commune level; the Vice Chairman of the Council is the head of a professional agency under the People's Committee at the commune level with the function of state management of health; Council members are the head of a commune-level health facility; commune-level civil servants in charge of the health sector; commune-level civil servants in charge of the emulation and reward sector and representatives of a number of "People's Doctors" and "Excellent Doctors" (if any).
