The Chairman of the Commune People's Committee has the right to award the title of cultural village or residential group from July 1

The Government has issued Decree No. 129/2025 regulating the division of authority of local authorities at both levels in the field of state management of the Ministry of Home Affairs, effective from July 1.

Decree 129/2025 stipulates the division of tasks and powers of local authorities at 2 levels (provincial and commune levels) when handling 75 procedures in the field of state management of the Ministry of Home Affairs; order and procedures for performing tasks and powers of local authorities at provincial and commune levels.

In Decree No. 129, the Government clearly stipulates the division of authority when organizing local governments at 2 levels in the field of emulation and reward.

The authority to decide on emulation titles and forms of commendation of the Chairman of the Commune People's Committee is stipulated in the Decree.

Accordingly, the authority to decide on emulation titles and forms of commendation prescribed in Clause 2 and Clause 3, Article 80 of the Law on Emulation and Commendation shall be implemented as follows:

The Chairman of the People's Committee at the commune level decided to award the titles of village and cultural residential group, "Cultural Family", "Advanced Labor Collective"; "Emulation Fighter at the grassroots level", "Advanced Worker" and certificates of merit according to regulations.

Before July 1, 2025, based on Clause 3, Article 80 of the Law on Emulation and Commendation, the Chairman of the People's Committee at the commune level decided to award the title of "Advanced Worker", certificate of merit and the title of "Cultural Family".
