Non-professional commune-level cadres who quit their positions will not enjoy the regime according to NL 154
Whether part-time commune-level non-professional cadres will enjoy the policy under Decree 154/2025 or not is a question that reads the reader's attention.
In Clause 4, Article 34 of Decree 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune level, in villages and residential groups, it is stipulated that:
Non-professional cadres at the commune level who are also performing the duties of other non-professional workers are entitled to a concurrent allowance equal to 100% of the allowance prescribed for the concurrent position.
Accordingly, when he/she quits his/her position, this case is still a non-professional cadre and is entitled to allowances according to the position he/she has held, so he/she is not subject to the policy according to the provisions of Decree 154/2025/ND-CP dated June 15, 2025 of the Government regulating staff streamlining.
Thus, non-professional cadres at the commune level who have left their positions concurrently are not subject to the policy according to the provisions of Decree 154/2025/ND-CP.
