New guidelines for non-professional cadres at the commune level after the merger

According to the Official Dispatch of the Hanoi Department of Home Affairs, it is recommended that the People's Committees of communes and wards implement the following contents for non-professional workers at the commune level (previously) from the implementation of the 2-level local government model with some contents stipulated:

Regarding the temporary extension of use:

If the Party Committee, People's Committee of the commune or ward have a need to use it and the non-professional cadres have a wish, the arrangement will be temporarily extended until before May 31, 2026.

During this time, continue to receive allowances, regimes and policies issued by the City People's Council; enjoy regimes and policies according to Decree 154/2025/ND-CP if you quit your job.

The temporary form of extension of use includes: Arrangement and placement in the title of non-professional activist in the village or residential group if necessary;

Temporarily arrange to support work for the activities of the political system of communes and wards (party agencies, the Fatherland Front and socio-political organizations, local governments) based on the current position.

The second is immediate termination:

If the Party Committee, People's Committee of the commune or ward do not need to continue using or the non-professional cadre wishes to retire immediately from the implementation of the 2-level local government model, the regime and policies will be resolved according to Decree 154/2025/ND-CP.
