At the same time, Clause 2, Article 44 and Clause 2, Article 49 of Decree No. 78/2025/ND-CP (amended and supplemented by Decree No. 187/2025/ND-CP) also stipulate the responsibilities of the Department of Finance, Department of Home Affairs, Department of Justice, Department of Science and Technology when collecting opinions.

Accordingly, these agencies are responsible for responding in writing within 10 days; for resolutions and decisions issued according to shortened procedures, it is 03 days from the date of receipt of the request for comments.

In which, the Department of Finance has opinions on financial resources; the Department of Home Affairs has opinions on decentralization, implementation of assigned tasks and powers and human resources; the Department of Justice has opinions on constitutionality, legality and consistency with the legal system; the Department of Science and Technology has opinions on the application and promotion of science, technology, innovation and digital transformation.
