In contrast to the "thirst" for technical human resources, the labor market recorded a surplus of unskilled labor. At job placement centers, the number of untrained or only qualified workers accounts for a large proportion. However, stable job opportunities for this group are increasingly narrowing.

In Hanoi, according to the Hanoi Employment Service Center, in January 2026, the city will have about 40,000 job positions to be recruited.
