The Hanoi Employment Service Center commented that the labor market in September 2025 showed a clear shift in recruitment demand, in the direction of prioritizing skilled and qualified workers with technical expertise, reflecting increasingly high demand from businesses. The demand for unskilled labor recruitment has decreased significantly, while the demand for workers with intermediate and college degrees has increased significantly.

The Hanoi Employment Service Center predicts that the labor market will become active again in October, driven by production and business demand preparing for the peak season at the end of the year. Sectors that are expected to have strong recruitment demand include trade - services (expected to increase by 4 - 5%) and construction (expected to increase by 4%). In particular, trade - services are expected to lead the market with the strongest expected growth in human resource demand, especially in the retail, logistics and marketing sectors.

In addition, the labor market in the last quarter of the year was reinforced by a very positive investment foundation and business environment. With the determination to create a breakthrough, Hanoi City has stepped up the disbursement of public investment capital, recording that in the first 9 months of the year, the investment capital implemented from the State budget reached VND59.5 trillion, an increase of 31.1% over the same period. In addition, foreign direct investment (FDI) exceeded the annual plan, reaching 3.9 billion USD, 2.9 times higher than the same period. Strong investment capital from both the public and private sectors is and will continue to create many new projects, directly promoting the demand for labor recruitment in the coming time.

In the first 9 months of 2025, Hanoi had nearly 52,000 newly established enterprises with registered capital increasing by 30.8% over the same period. However, the market also showed strong screening and restructuring when up to 24,100 businesses registered to temporarily suspend operations and 5,300 businesses dissolved, with the disolution rate increasing by 56.6%. This reflects a highly competitive environment, requiring workers to constantly improve their skills to adapt to the continuous shift of the market.
