Proposal for a retraining strategy for unskilled workers in Ho Chi Minh City

On the afternoon of August 20, the Ho Chi Minh City Party Committee held a conference to collect comments from the Standing Committee of the city's socio-political organizations on draft documents to be submitted to the 14th National Party Congress and Draft Political Report to be submitted to the 1st Ho Chi Minh City Party Congress, term 2025 - 2030.
Speaking at the conference, Mr. Nguyen Phuoc Loc - Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City suggested that the delegates focus on studying and giving comments on the theme of the Congress; evaluating the results of implementing the Resolution of the Party Congress for the 2020 - 2025 term; viewpoints, goals, and tasks for building and developing Ho Chi Minh City in the 2025 - 2030 period, with a vision to 2045...
Commenting on the draft document, Mr. Phung Thai Quang - Vice President of the Ho Chi Minh City Labor Federation proposed that the city should develop a training program to retain and improve vocational skills for workers and unskilled laborers. This is an urgent requirement in the coming period to ensure the development of the city.
In the context of the city transforming its growth model, many businesses invest in technological innovation, but the majority of human resources are still direct production workers and unskilled workers.
The general labor force training strategy is both a solution to ensure social security and a way to promote internal resources, creating momentum for rapid and sustainable development for Ho Chi Minh City in the coming period.
Giving his opinion on the group of tasks and solutions related to planning issues, Mr. Do Ngoc Huy - Vice Chairman of the Ho Chi Minh City Farmers' Association said that with the new Ho Chi Minh City after merging Binh Duong and Ba Ria - Vung Tau, there is potential and position in the major planning.
This group of solutions mentioned the harmonious development between rural and urban areas towards villages in the city, streets in the village.
Therefore, Mr. Huy suggested that the Resolution should clarify the issue of planning rural areas in the direction of intelligence and green. At the same time, link the planning of agricultural production areas with the development of industry and services in rural areas.
Mr. Huy also proposed that the city pay more attention to training and developing human resources for the field of genetic cell biotechnology, especially in research and breeding of new plant and animal varieties - a field that currently has many limitations.
