Regulations on training for civil servants in the Commune-level Military Command

Clause 1, Article 20 of the 2019 Law on Militia and Self-Defense Forces, amended by Point a, Point b Clause 9, Article 10 of the Law amending 11 Laws on Military and Defense 2025, stipulates as follows:

Military command committees at commune and village levels

1. The Commune-level Military Command is the standing agency for national defense work at the commune level. The members of the Commune-level Military Command include:

a) Commanders who are civil servants, members of the People's Committee at the commune level, reserve officers; in a state of national defense emergency, during war, called up to serve in the army according to the provisions of the Law on Officers of the Vietnam People's Army and continue to hold the position of Commander of the Commune-level Military Command;

b) Political Commissar appointed by the Secretary of the Commune-level Party Committee;

c) Deputy Political Commissar appointed by the Secretary of the Ho Chi Minh Communist Youth Union at the commune level;

d) Deputy Commander and Assistant are civil servants.

Thus, from July 1, 2025, the Commander, Deputy Commander, and Assistant are civil servants.

Pursuant to Article 26 of the 2019 Law on Militia and Self-Defense Forces, amended by Clause 13, Article 10 of the Law amending 11 Laws on Military and Defense 2025, it is stipulated as follows:

Training for Commanders of Commune-level Military Commands

The Commander, Deputy Commander, and Assistant to the Commune-level Military Command must be trained as a Commander of the Commune-level Military Command at the military level at the undergraduate or graduate level at a military school.

Thus, the Commander, Deputy Commander, and Assistant to the Commune-level Military Command must be trained as a Commander of the Commune-level Military Command at the military level at the undergraduate or graduate level at a military school.
