From the beginning of 2025 to now, the implementation of social insurance and health insurance policies in Hue City has achieved many positive results. However, there is still a situation where businesses owe insurance for a long time, affecting the rights of employees.

Health insurance coverage rate reaches over 99%

According to Mr. Nguyen Viet Dung - Director of Hue City Social Insurance, thanks to the synchronous implementation of many solutions, up to now, the number of social insurance participants in the area has reached nearly 156,000 people; of which, more than 22,400 people have participated in voluntary social insurance. This figure has reflected a positive change in people's awareness of the long-term benefits of social insurance. The number of people participating in unemployment insurance reached 125,800 people; the number of people participating in health insurance was more than 1.16 million people, the coverage rate reached over 99% of the city's population, being one of the localities with the highest health insurance coverage in the country.

Total payment of social insurance and unemployment insurance regimes reached more than VND 1,876 billion; health insurance examination and treatment costs were nearly VND 1,722 billion. All are carried out in accordance with regulations, promptly, ensuring the rights of beneficiaries.

In reality, thanks to proactive dialogue and communication work, social insurance and health insurance policies have become closer to people and workers. Not only stopping at raising awareness and strengthening trust, these activities also create motivation for people to long-term stick with social security policies. More importantly, timely grasp of the thoughts and aspirations of participants helps the Social Insurance agency adjust communication, guidance and support methods to be more appropriate and effective.

Enterprises still owe social insurance, forcing unions to get involved

However, besides many bright spots, the social insurance debt of enterprises in Hue City is complicated.

According to the latest data from Hue City Social Insurance, the total amount of late payment of social insurance, health insurance, and unemployment insurance as of August 31, 2025 is more than 194 billion VND, with 1,722 units.

For example, recently, the Hue City Labor Federation chaired a working session with Thua Thien - Hue Traffic Design Consulting Joint Stock Company and relevant agencies on unpaid wages and social insurance for workers. Accordingly, the company owes salaries to 32 employees and social insurance, health insurance, and unemployment insurance in total of more than 1.6 billion VND in 23 months. The company said that it encountered difficulties due to enforcement of invoices and the inability to collect money from partners. The enterprise committed to completing debt payment before December 31, 2025, after the enforcement is removed. Hue City Social Insurance and the grassroots trade union (CDCS) requested that enterprises comply with their commitments and ensure the rights of employees.

The company's Trade Union informed that in the past, the company has encountered many difficulties in production and business activities, leading to great impacts on the lives and jobs of workers. The Trade Union has encouraged employees to accompany the company to overcome difficulties, and at the same time hoped that the tax authority would remove obstacles for the company, thereby helping employees to soon have their salary and social insurance resolved.

Mr. Nguyen Quy - Vice Chairman of the Hue City Labor Federation affirmed that the Trade Union organization will continue to coordinate to monitor and recommend relevant agencies to remove obstacles for businesses, while protecting the legitimate rights of workers.
