The topic of "Reference to negotiate the process of selecting and introducing candidates for National Assembly deputies, People's Council deputies at all levels and organizing conferences to collect voters' opinions" was presented by Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front at the National Conference on disseminating the Politburo's Directive, implementing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term, held on November 15.
Presenting content related to the organization of negotiation conferences, Vice President - General Secretary Nguyen Thi Thu Ha stated that the negotiation conference will be held three times, specifically:
The first trade conference at each level will be held from December 1, 2025 to December 10, 2025.
The second trade conference will be held from February 2, 2026 to February 3, 2026.
The third trade conference will be held from February 9, 2026 to February 20, 2026.
The consultation period has been adjusted earlier than previous election terms to ensure consistency with the election date of March 15, 2026. In particular, it is noted that the time to organize the second Trade Conference will only be for 2 days (from February 2, 2026 to February 3, 2026), the time for the third Trade Conference will coincide with the traditional national Lunar New Year holiday (from December 22, 2025 to January 4, 2026 of the lunar calendar); therefore, election organizations at the central and local levels, the Vietnam Fatherland Front at all levels and agencies, organizations and units must coordinate closely, proactively prepare carefully the conditions to ensure that the conferences take place on schedule and in accordance with regulations", Vice President - General Secretary Nguyen Thi Thu Ha stated.
Also according to Vice Chairwoman - General Secretary Nguyen Thi Thu Ha, between the meetings, the structure and composition at the Central level are adjusted (for National Assembly deputies at the Central level, there are adjustments between the first, second, third conferences and the National Assembly Standing Committee adjusts the structure); at the local level, after the first meeting, the Standing Committee of the People's Council will adjust the structure. This is stipulated in Article 51 of the Law on Elections.
Regarding the chairmanship of the Bargaining Forums, Vice President - General Secretary Nguyen Thi Thu Ha said that the Central Bargaining Conference for National Assembly candidates was summoned and chaired by the Presidium of the Central Committee of the Vietnam Fatherland Front.
The local bargaining conference for National Assembly candidates was trieumed, chaired and implemented by the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level.
The bargaining conference for candidates for People's Council delegates at each level will be convene, chaired and implemented by the Standing Committee of the Vietnam Fatherland Front Committee at the same level.
Emphasizing some new points, Vice Chairwoman - General Secretary Nguyen Thi Thu Ha stated that in this National Assembly election, the Standing Committees of the Vietnam Fatherland Front Committees at all levels have been restructured, composed, and increased compared to the previous term and implemented according to Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the provincial and commune levels.
For member organizations of the Fatherland Front at the provincial and commune levels, the Standing Committees of the Vietnam Fatherland Front Committees at all levels must base on the Charter of the Fatherland Front to review and determine the member organizations of their level after the arrangement and merger, ensuring completeness and compliance with regulations.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front will issue a document directing this issue, Vice Chairwoman - General Secretary Nguyen Thi Thu Ha informed and said that the representative of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level attending the Business Conference in the province and city must include representatives of all communes, wards and special zones in the province and city.
In particular, by the third General Meeting of Shareholders, the list of candidates for National Assembly deputies must ensure a larger balance than the prescribed balance, specifically: "The number of people on the list of candidates for National Assembly deputies in each elected unit must be greater than the number of elected delegates determined for that elected unit by at least two people" (Clause 6, Article 57 of the Law on Election of National Assembly deputies and People's Council deputies); the list of candidates for People's Council deputies "if the elected unit is elected three delegates, the number of people on the nomination list must be greater than the number of elected delegates must be at least two people; if the elected unit is elected four or more delegates, the number of people on the nomination list must be greater than the number of delegates elected by at least three people" (Clause 5, Article 58 of the Law on Election of National Assembly deputies and People's Council deputies).
The second key content that Vice President - General Secretary Nguyen Thi Thu Ha noted is the organization of a conference to introduce candidates at agencies, organizations, units and a conference to collect comments and opinions from voters where they reside.
First is the Conference to introduce candidates at agencies, organizations, and units (held between the first and second trade conferences), from December 17, 2025 to January 25, 2026.
Accordingly, the organizational process is in the following order:
Organize meetings of the leadership of agencies, organizations and units to prepare candidates for National Assembly candidates and People's Council delegates at all levels
The leadership of agencies, organizations, and public service units; unit commanders (for the People's Armed Forces) preside over and discuss the expected personnel of agencies, organizations, and units expected to be introduced to National Assembly deputies and People's Council deputies.
According to Vice Chairwoman - General Secretary Nguyen Thi Thu Ha, the new point this time is the composition of the Board of Directors of agencies, organizations and units determined according to the regulations and rules of organization and operation of agencies, organizations and units. In case the regulations and charter do not clearly define the members of the Board of Directors, the head of the agency, organization or unit shall base on the regulations on the organizational structure of the agency, organization or unit to determine the members of the Board of Directors.
The next step is to organize a voter conference at the workplace
The authority to preside over and convene voter conferences at work shall be organized and chaired by the Agency's Board of Directors. The organization of this Conference includes candidates and self-calendarers: For state agencies, political organizations, socio-political organizations, social organizations "Agency and organization leadership committees" convene and chair the Conference to collect voters' opinions at the workplace for candidates for National Assembly deputies, People's Council deputies (including those recommended for candidates and self-calcadorers).
For candidates working at public service units or economic organizations where there are no trade unions, the consultation of voters at the workplace will be summoned and chaired by the unit's leadership, organized and chaired by the conference; where there is a trade union organization, the head of the unit or organization will coordinate with the Executive Committee of the Trade Union to summon and chair the conference.
In case the head of the agency, organization or unit is a candidate for a National Assembly delegate or a People's Council delegate, the deputy head of the agency, organization or unit must coordinate with the Executive Committee of the trade union (if any) to convene and chair the conference, noted Vice Chairwoman - General Secretary Nguyen Thi Thu Ha.
Vice President - General Secretary Nguyen Thi Thu Ha also stated that the form of conference organization also has a new point compared to before, which is to organize a conference directly; only in cases of force majeure due to natural disasters and epidemics, it is impossible to organize a conference directly, organize an online conference or issue votes to collect opinions according to the regulations of competent authorities.
The next step is to organize a meeting of the board of directors to expand agencies, organizations, and units to discuss and introduce candidates for National Assembly and People's Councils at all levels.
Depending on the type of organization, the conference composition of the extended Board of Directors includes the Board of Directors of the agency, the organization, representatives of the leaders of affiliated units and some other components are clearly stipulated in Resolution No. 101 and Resolution No. 102.
Regarding the organization of the Conference of voters on place of residence (held between the second and third consultation conferences).
Vice President - General Secretary Nguyen Thi Thu Ha said that the conference will be held from February 4, 2026 to February 8, 2026.
The Standing Committee of the Vietnam Fatherland Front Committee at the commune level coordinates with the People's Committees at the same level to convene and chair the conference. The organization of the Conference of voters in place of residence is held in villages and residential groups.
Regarding the number of voters, for places with less than 100 voters, hold a general meeting of voters to collect opinions on the candidates for National Assembly deputies and People's Council deputies and must ensure that the number of voters attending the conference reaches at least 50% of the total number of voters called up. For places with 100 voters or more, a plenary conference or a conference of voters representing households can be held and must ensure that at least 55 voters attend the conference.
During this time, verification and response to the cases raised by voters for candidates for National Assembly deputies and People's Council deputies at all levels must be completed by February 8, 2026.
The conference to collect voters' opinions at the place of residence is an important conference, this is the premise for reporting the results at the Third Trade Conference. Specifically, the Presidium of the Central Committee of the Vietnam Fatherland Front for the Central Conference on Commerce and the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level for the Conference on Commerce reported on the situation and results of the organization, collected comments on the trust of voters at the workplace and place of residence for candidates, clearly stating the cases that need to be considered due to the incident mentioned by voters and the list of people expected to be introduced as National Assembly candidates, Vice President - General Secretary Nguyen Thi Thu Ha noted and added that in case the candidate does not reach over 50% of the total number of voters attending the Conference on the place of residence, it will not be included in the list of recommendations at the Third Conference on Commerce, in special cases, it is necessary to report to the Conference on the consideration and decision.
