Khanh Hoa supports 100% of health insurance premiums for near-poor households
Khanh Hoa stipulates the level of health insurance (HI) support for people in near-poor households who are supported with 100% of the health insurance payment level.
In December 2025, the Khanh Hoa Provincial People's Council issued a new Resolution to continue ensuring health care benefits for people in near-poor households, in the context that previous support policies will expire on December 31, 2025.
Continuing social security policies for near-poor people
In recent years, the health insurance policy for people in near-poor households has always been of interest to the Party and the State, considering this a priority group in the social security system.
In Khanh Hoa and Ninh Thuan (before the merger), supporting health insurance premiums for this group of subjects has helped reduce the financial burden, creating conditions for people to access timely health services.
In the period of 2022 - 2025, the People's Council of Khanh Hoa province (old) issued Resolution No. 07/2022/NQ-HDND, supporting 100% of the cost of buying health insurance cards for people from near-poor households in the province.
Meanwhile, the People's Council of Ninh Thuan province (old) issued Resolution No. 26/2022/NQ-HDND, accordingly, in addition to the 70% support level from the central budget, the local budget will provide additional support according to the gradually decreasing roadmap: In 2023, there will be an additional 15% support, in 2024, an additional 10% support and in 2025, an additional 5% support. The rest was paid by the people themselves.
These policies have contributed significantly to ensuring health care, helping people feel secure in working, producing, studying, stabilizing life and improving the quality of life.
Support 100% of payment levels from 2026
However, both of the above resolutions expire on December 31, 2025.
Meanwhile, for many near-poor households, although the State has supported 70% of the health insurance premium, having to pay the remaining 30% is still a significant burden due to unstable income and high living expenses.
Faced with that reality, the Khanh Hoa Provincial People's Council has agreed to issue a new Resolution, regulating 100% support for health insurance contributions for people from near-poor households in the province.
According to the resolution, the implementation funding source includes the central budget supporting 70%, the local budget supporting 30%. The subjects of application are people from near-poor households and agencies, organizations and individuals related to policy implementation.
It is expected that the budget for implementing the support policy in 2026 and the following years will be about 10 billion VND from the local budget, corresponding to 26,251 health insurance cards. Of which, the budget allocated to Khanh Hoa (old) is about 5.7 billion VND, Ninh Thuan (old) is about 4.3 billion VND.
Continuing to support 100% of the health insurance contribution rate is expected to help people in near-poor households receive more comprehensive health care, reduce the risk of falling back into poverty due to medical costs, and contribute to strengthening the social security system and promoting sustainable development in Khanh Hoa province.
