Joining hands to rebuild a shelter after floods in the mountainous areas of Da Nang
The "Quang Trung Campaign" in Da Nang has shown clear effectiveness when flexibly combining budget resources, socialization and the participation of the armed forces.
Connecting businesses, raising housing standards
In the "Quang Trung Campaign", Da Nang city supported the repair and reconstruction of a total of 413 houses. These are houses that were completely collapsed, damaged over 70% and damaged from 50 - 70% in the recent flood.
In particular, the first house of the "Quang Trung Campaign" - the house of Mr. Alang Dich's family, in A Tep village, Avang mountainous commune, constructed by Da Nang City Police was completed and handed over on December 25.
Mr. Le Tri Thanh - Chairman of the Vietnam Fatherland Front Committee of Da Nang City said: in the "Quang Trung Campaign", in addition to the support level according to the regulations of the State and the City Relief Committee, many localities have proactively expanded resources through socialization.
In Tra Tan commune, local authorities have mobilized more organizations, businesses and benefactors to increase investment for each house, ensuring solid works, meeting the long-term living needs of people in flood-prone areas.
Connecting social resources helps many households with landslides to receive support far exceeding the minimum level. There are houses with a total investment of 200 to 250 million VND, meeting the "3 hard" criteria, creating peace of mind for people before the rainy and stormy season.
Not only supporting construction costs, socialized resources also contribute to completing auxiliary items, helping houses after floods not only "have a place to live", but truly a sustainable place to live.
In Tra Leng commune, mobilizing resources from charity funds and social organizations has helped the locality build new and repair many severely damaged houses, with a total mobilized cost of up to billions of VND.
In Hiep Duc commune, each household that builds a new house receives support combined with budget support and socialization, and is given additional essential items to stabilize their initial life.
Realities from localities show that when resources - especially socialized resources - are located at the right address, used transparently and effectively, the trust of businesses, charitable organizations and the community is strengthened, creating a foundation for long-term mobilization in support programs after natural disasters.
Armed forces stand side by side with the people
Along with socialized resources, the "Quang Trung Campaign" in Da Nang also left a strong impression with the direct and responsible participation of the armed forces, police, militia and organizations.
In many areas, officers and soldiers have directly supported the construction and repair of houses, transportation of materials and technical supervision, ensuring progress in harsh weather conditions.
In Tra Leng commune, military and militia forces have been on duty at the construction site for many consecutive weeks. Despite the prolonged heavy rain affecting the construction, the forces still took advantage of every favorable time to complete important items, determined to help people have a safe place to live before Tet.
In Hiep Duc commune, armed forces, police and mass organizations coordinated to support working days, transport materials and organize construction according to the solid house model. In border communes, the police force deploys a "3 together" model with people in the resettlement area, both supporting the construction and promptly grasping and removing difficulties arising during the implementation process.
The presence of the armed forces not only has the meaning of technical and human resource support, but also a spiritual support for people in disaster areas. When officers and soldiers eat, live, and work together with the people, their trust is strengthened and motivated so that people can soon stabilize their lives and overcome difficulties after the fierce flood.
The reality of the "Quang Trung Campaign" in Da Nang shows that social security work after natural disasters is only truly sustainable when there is close coordination between the State, society and the armed forces. When socialization is properly promoted, the quality of support will be improved; the grassroots government will play a coordinating role, ensuring transparency; the armed forces will be the core in organizing implementation at the site.
This approach helps support activities not stop at the immediate relief level, but aim at the goal of long-term settlement, reducing the risk of falling back into poverty after natural disasters. Each completed house is not only a shelter from the rain and sun, but also a support for people in disadvantaged areas to restore their livelihoods and stabilize their lives.
