Youth Union Secretary dedicated to digital transformation work
Regularly every week, Mr. Tran Hoang Anh - Secretary of the Youth Union of Van Mieu - Quoc Tu Giam ward directly teaches classes, supporting officials in residential areas to use technology.
For Mr. Tran Hoang Anh (born in 1997), Youth Union work is a long journey of attachment and accumulated over many years. Right from when he was a student at the Vietnam Youth Academy, he participated in youth union activities at the school and residential areas. In the following years, he continued to be associated with youth union and association work in many different environments and levels, from grassroots to in charge of student association activities, youth union movements of colleges and universities in Hanoi City...
In 2025, taking on the position of Secretary of the Youth Union of Van Mieu - Quoc Tu Giam ward (Hanoi), Mr. Hoang Anh returned to the grassroots area. This return brings a lot of experience but also poses new challenges for him.

About 6-7 years ago, the grassroots youth union organization model with a small number of youth union branches. Now the scale is larger, and the operating policy must also change, especially in the context of digital transformation," Mr. Hoang Anh shared.
According to Mr. Hoang Anh, digital transformation is no longer a slogan or mobilization movement, but a specific requirement in the daily activities of the government and people. However, at the grassroots level, this process faces many difficulties, especially for the team of residential area officials. "Most of the Party cell secretaries, heads of Fatherland Front committees, and neighborhood group leaders are aged 60-65, and retired people, so access and use of technology are still limited," he said.
From that reality, Mr. Tran Hoang Anh proposed to implement a series of training classes called "Digital Tutor", to help residential area officials get acquainted with and use equipment and technology applications to serve their work. He shared: "This idea originated from me personally, but to organize the class, it is the effort of the collective Executive Committee of the Ward Youth Union, according to the principle: collective leadership, individual responsibility".
Digital tutoring" is implemented from January 7, 2026. To date, the class has organized 6 sessions, maintained on Tuesday, Wednesday and Thursday evenings every week. In the first phase, Mr. Tran Hoang Anh will be the instructor and self-build the curriculum based on discussions between the Executive Committee and the Standing Committee of the Ward Youth Union.
Class students are Party cell secretaries, heads of Fatherland Front committees... most of whom are over 60 years old, the guides and supporters are youth union members. In particular, during the learning process, union members will always closely follow and support students in class and at home when necessary. With the characteristics of the class having diversity in age, level and experience, the model is implemented in the spirit of "digital literacy", starting from basic contents such as Word, Excel for students to consolidate knowledge, then gradually towards getting acquainted with administrative software...
Because it was only deployed in a short time, the "Digital Tutor" model cannot fully assess its effectiveness. However, according to Mr. Hoang Anh, many students have been able to self-draft a complete document of the Party cell, and self-summarize the list of Party members of the residential area. This is a positive sign, one of the initial successes, showing that the model originates from the actual needs of the grassroots level.
In a society that is developing strongly in technology, the "Digital Tutoring" class is not a short-term movement, but a way for grassroots officials to get acquainted and approach. "Through the class, I hope to create a habit of using technology for the elders, gradually moving towards digitizing the document system, gradually reducing the use of paper. In addition, I also hope this approach will spread more widely, helping other grassroots officials improve their skills in using technology to help their work," Mr. Hoang Anh expressed.
