Born in 1976 in Hung Nguyen homeland, Lieutenant Colonel Dinh Anh Dung grew up through many different positions in the People's Police force. In the position of Secretary of the Party Cell, Head of the Organization and Personnel Department of Nghe An Provincial Police from 2020 to present, Lieutenant Colonel Dinh Anh Dung is an officer who left a clear mark with sharp advisory capacity, steadfast political bravery and outstanding achievements over many years.

In 5 consecutive years (2020–2025), in his position as the head of advisory work on personnel organization, Senior Lieutenant Colonel Dinh Anh Dung directly advised on the implementation of the policy of arranging and streamlining the organizational structure of Nghe An Police according to resolutions and conclusions of the Central Government and the Ministry of Public Security. The highlight in this process is the establishment of comprehensive personnel appraisal and evaluation teams, ensuring the principle of "for the sake of selecting people", considering the capacity, strengths, and legitimate aspirations of each cadre, minimizing organizational and ideological disruption.
The process of arranging the apparatus was implemented synchronously with political and ideological work and resolving regimes and policies, thereby creating high consensus among cadres and party members, especially those who are directly affected by organizational consolidation.

An important milestone showing the advisory capacity of Lieutenant Colonel Dinh Anh Dung is the arrangement of investigators at the commune-level police. Implementing the Guidance of the Ministry of Public Security, he advised the Nghe An Police to complete the arrangement of investigators at 100% of commune-level police in November 2023, 6 months earlier than the required milestone in May 2024 of the Ministry of Public Security. Each commune has at least 1 investigator, who is the Head or Deputy Head of the Commune Police.
Along with that, he advised on issuing a thematic Resolution on strengthening the Party's leadership over the work of building a team of investigators at all levels in the Nghe An Police, meeting the requirements of tasks in the new situation.
In the period 2020–2025, Senior Lieutenant Colonel Dinh Anh Dung directed and advised on building an online training and fostering system through the internal network of the Provincial Police. This system contributes to reducing the cost of opening centralized classes, and at the same time creates conditions for officers and soldiers - especially forces working in remote, mountainous, and low-lying areas - to participate in regular training right at the unit without affecting professional tasks.
Comrade advised on promulgating the Regulation on management of officers and soldiers in the Provincial Police, contributing to enhancing the responsibility of Party committees and heads of units and localities in cadre management work.
Sharing about his work, Senior Lieutenant Colonel Dinh Anh Dung said that personnel organization work is a very sensitive field, requiring people doing advisory work to strictly comply with the regulations of the Party, State and the industry, in accordance with procedures and principles; and at the same time must ensure compliance with the capacity, strengths, circumstances and legitimate aspirations of officers and soldiers.
There are times when I and my office staff, regardless of time, review each dossier, each content, directly meet and exchange to listen to thoughts and aspirations. The workload is very large, the nature of the work is very stressful, but for the collective, for the industry, each person must make maximum efforts to complete the tasks entrusted by superiors," Senior Lieutenant Colonel Dinh Anh Dung shared.

In his position as Member of the Standing Committee of the Provincial Police Party Committee, Secretary of the Party Cell of the Department of Organization and Personnel, Senior Lieutenant Colonel Dinh Anh Dung strictly maintains the Party lifestyle, strictly implements the principle of democratic centralism, and does a good job of developing party members. From 2020 to now, the party cell has had no party members violating discipline who have been disciplined - a number that speaks volumes about the quality of leadership, management and education of party members.
The contingent of cadres and party members of the Party cell has high professional qualifications and firm political bravery; from 2020 to now, 3 cadres of the Party cell have achieved the title of Emulation Soldier of the entire force.
Individual Lieutenant Colonel Dinh Anh Dung has been awarded the title of Grassroots Emulation Soldier for 6 consecutive years (2020–2025), and for many consecutive years has been ranked as Excellently completing tasks.
The comrade was recognized by the Standing Committee of the Provincial Party Committee as a Party member who excellently completed typical tasks for 5 consecutive years (2020–2024); awarded the Third-class Fatherland Protection Medal by the President, along with many certificates of merit from the Prime Minister, the Chairman of the Provincial People's Committee, the Minister of Public Security and Certificates of Merit from the Director of the Provincial Police.
