Ensuring the operating conditions of the Vietnam Fatherland Front in the new period
On May 16, the Central Committee of the Vietnam Fatherland Front held a scientific seminar on "Theoretical and legal issues and ensuring the conditions for the operation of the Vietnam Fatherland Front in the new period".
Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Mr. Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor; Mr. Hoang Cong Thuy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front chaired the workshop.
The workshop was attended by Mr. Luong Quoc Doan, member of the Party Central Committee, Chairman of the Vietnam Farmers' Association; delegates from the National Assembly delegation of Nghe An province and delegates of the 15th National Assembly introduced by the Vietnam Fatherland Front.

Implementing the National Assembly's 2025 law and ordinance making program, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has chaired and coordinated with the Vietnam General Confederation of Labor, the Ministry of Home Affairs and the Central Committee of socio-political organizations to study, review, propose and develop a dossier for the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Grassroots Democracy Implementation in shortened order and procedures.
The draft Law was developed very urgently, seriously, and synchronously with the process of researching and proposing amendments and supplements to the 2013 Constitution and developing and submitting to competent authorities for consideration and approval the Project to reorganize and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.
At the workshop, Vice Chairman Hoang Cong Thuy provided information to clarify some contents of amending and supplementing a number of articles of the 2013 Constitution directly related to the Vietnam Fatherland Front and the draft Law.
Vice Chairman Hoang Cong Thuy mentioned the monitoring and social criticism activities of the Vietnam Fatherland Front and socio-political organizations. Accordingly, the draft Law has been amended and supplemented in the direction that the Vietnam Fatherland Front Committee presides over implementation or unifies with socio-political organizations in implementing social supervision and criticism activities; socio-political organizations preside over the monitoring and criticism contents on the basis of consensus of the Vietnam Fatherland Front Committee (in Clause 1, Article 25, Clause 3, Article 26, Clause 1, Article 32 of the Law on the Vietnam Fatherland Front).
This regulation both ensures the principle that socio-political organizations together with other member organizations of the Democratic Bar Association Front, coordinate and act together under the chairmanship of the Vietnam Fatherland Front, and promote the proactiveness and creativity of each socio-political organization. In addition, to ensure consistency and synchronization, the draft Law has amended and supplemented at the same time the regulations on supervision and criticism by trade unions in Clause 2, Article 16 of the Trade Union Law and by the Ho Chi Minh Communist Youth Union in Clause 2, Article 28 of the Youth Law, Vice Chairman Hoang Cong Thuy emphasized.
Referring to the amendment and supplementation of the position, tasks and trade union organizations in Article 10 of the 2013 Constitution and in the draft Law amending and supplementing a number of articles of the Trade Union Law, Vice President Hoang Cong Thuy said that in Article 10 of the 2013 Constitution and the Draft Law adding regulations on the position and tasks of the Trade Union "to be a member organization directly under the Vietnam Fatherland Front", to be "representative of workers at the national level in labor relations and international relations with trade unions".
Draft Law amending and supplementing regulations related to the organizational system of Trade Unions to synchronize with the model of local government at 2 levels and adjusting the trade union organization in agencies and public service units receiving 100% salary from the state budget to implement the policy of ending the activities of Vietnamese civil servant trade unions; ensuring that trade union organizations are mainly in enterprises and industry trade unions, organized in an open and flexible direction according to the characteristics of trade union organizations...

At the workshop, delegates discussed and gave opinions on the content of amending and supplementing a number of articles of the 2013 Constitution directly related to the Vietnam Fatherland Front and the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on implementing democracy at the grassroots level.
