Graduating from the University of Irrigation, Ms. Pham Thi Ngoan worked at the Technical Planning Department - Da Do Irrigation Works Exploitation Company Limited and has been there for more than 22 years.

Having held many positions from technical staff of the Technical Planning Department, Deputy Head of the Kien An Irrigation Works Exploitation Station, Deputy Head of the Water and Works Management Department, Deputy Head of the Project Department, etc. In 2022, Ms. Ngoan was trusted by the board of directors to hold the position of Deputy General Director of the company and became General Director of the company from November 2024.

The initiatives implemented by her and her colleagues have created a breakthrough in the city's irrigation work. It is necessary to mention the topic " applying solar powered equipment to remotely manage and operate irrigation sewer systems" in 2019. The pilot results of improving the efficiency of automating the Da Do irrigation system, reducing the workload and labor, and at the same time taking advantage of solar energy were granted Certificate No. 02/GXN-SKHCN by the Department of Science and Technology on December 21, 2020. This topic also helped Ms. Pham Thi Ngoan win the Third Prize in the 2nd Hai Phong City Workers' Technical Innovation Contest in 2020-2021 and the Creative Labor Certificate of the Vietnam General Confederation of Labor in 2020.

In 2021, Ms. Ngoan continued to participate in the topic " application for building online maps of Da Do irrigation works using Google Maps" - the topic that won the Encouragement Prize at the Hai Phong City Workers' Technical Innovation Contest in 2021. Online maps help reduce the amount of documents and records when going to the field; reduce up to 80% of the time to search for locations and routes of projects that need to be surveyed; optimize means of transportation, routes to project locations; update information and images quickly.

With the spirit of continuous initiative and creativity, in 2023, Ms. Ngoan will continue to research, propose and be the head of the city-level science and technology project "Building an automated application model in irrigation culvert operation in Hai Phong". The model integrates automatic water level monitoring equipment, surveillance cameras and specially designed control circuit synchronization; proactively decentralizing management and data security.

With love and passion for the profession, with her contributions to the irrigation sector in general and businesses in particular, Ms. Pham Thi Ngoan has been honored, rewarded, and won many noble titles from all levels for many consecutive years such as receiving the Creative Labor Certificate from the Vietnam General Confederation of Labor twice, the Third Prize in the 2nd Hai Phong City Workers' Technical Innovation Competition, the 13th Le Chan Award of the Hai Phong City Women's Union; City-level emulation fighter...
