The Southern qualifying round has the participation of 23 teams, the matches will take place from October 10 to 13, at the stadium on the campus of Ton Duc Thang University and People's Police University.

According to the regulations, the 23 participating teams are divided into 6 groups. The top six teams in the group along with the two second-placed teams with the best results in the 6 groups will enter the quarter-finals. This is also the first 8/10 teams of the Southern qualifying round to qualify for the final round.

Because the Becamex Trade Union team withdrew, the number of groups was uneven. Therefore, the organizing committee decided to change the way to calculate points for the second-placed teams. To ensure fairness between groups of 3 and 4 teams, the results of the match between the second-placed team and the bottom team (in groups of 4 teams) will not be counted.

This change forces teams to play with focus and try in every match. In the end, the two second-placed teams with the next good results in 6 groups will also win the remaining 2 tickets to the final round.

To prepare for the Southern qualifying round, the organizing committee carefully reviewed all aspects from the field, costumes to logistics and medical issues. In addition, the competition schedule is also arranged reasonably, to ensure fairness and professionalism for the tournament.

Previously, the Northern qualifying round took place from October 3 to 5, at Hanoi Stadium, 6 names had been determined to win tickets to the national finals, including the champion, the People's Public Security Trade Union.

The 2025 Vietnam Workers and Civil Servants Football Tournament will continue to be jointly organized by the Vietnam General Confederation of Labor, the Vietnam Football Federation (VFF) and Tuoi Tre Newspaper. Entering the 3rd year of organization, the tournament has affirmed its position as an annual and prestigious playground for workers, civil servants, and laborers nationwide, contributing to promoting the movement of physical exercise, improving the cultural and spiritual life of workers, civil servants, and laborers in particular and the whole society in general.
