Propaganda and dialogue with 150 enterprises in Hai Phong on social insurance policies
Hai Phong - The 13th Regional Social Insurance (BSH) has just organized a business dialogue conference in 2025.
At the conference, representatives of the 13th Social Insurance region informed about the basic contents and new points of the Social Insurance Law 2024 and the Law amending and supplementing a number of articles of the Health Insurance Law, effective from July 1, 2025.
Specifically, the Social Insurance Law 2024 has 6 basic new points including: building a multi-layered and flexible social insurance system; expanding social insurance participants; adding benefits to participants; encouraging employees to reserve their contribution time to receive pensions instead of receiving one-time social insurance; clearly defining the management of social insurance collection and payment; amending and supplementing regulations of social insurance regimes in accordance with reality, better ensuring the rights of participants, enhancing state management responsibility and promoting administrative reform.
The representative of the Social Insurance agency emphasized that the provisions of the Social Insurance Law 2024 have clarified the content of late payment and evasion of social insurance payment to serve as a basis for administrative sanctions or criminal prosecution; measures to handle late payment and evasion of payment and urge the implementation of social insurance, health insurance, and unemployment insurance payment responsibility.
In addition, units and enterprises will also learn about new points of the 2024 Law on Health Insurance, including: initial registration for health insurance examination and treatment, transferring patients between health insurance examination and treatment facilities according to the technical expertise level of the Law on Health Examination and Treatment in 2023; regulating health insurance benefits when implementing the health insurance examination and treatment standard; expanding some scope of benefits for people with health insurance cards...
Units and enterprises were also discussed and answered their concerns and questions, focusing on a number of issues: compulsory social insurance payment for employees who do not receive wages for 14 working days or more in a month; instructions on compulsory social insurance payment for employees with many years of age; contribution levels and methods of social insurance payment for business households; payment of regimes for sick retirees; salaries as the basis for social insurance payment; penalties for units and enterprises that are late in paying or evading social insurance payment; list of diseases being transferred directly to specialized health care facilities; rights of patients when going for health insurance examination and treatment at the specialized level; changing the place of initial medical examination and treatment... Thereby, helping units and enterprises better understand the new regulations and fully implement them, ensuring the rights of employees.
