The Vice President affirmed that our country is entering a new era of development in the era of the Fourth Industrial Revolution with many great opportunities and opportunities, and also sets higher requirements for the quality of growth, competitiveness and resilience of the economy.

In recent years, Vietnam's labor market has basically stabilized, jobs have been maintained, workers' incomes have been improved, labor productivity in the period 2021 - 2025 increased by an average of 5.3%/year, but it is still lower than the set target and there is still a significant gap compared to many countries in the region.

The quality of human resources, vocational skills, technology mastery and adaptation to the requirements of the digital economy are still limited. The rate of trained workers with degrees and certificates reaches 29.2%. Therefore, the lives of a part of workers are still difficult.

The above situation requires strong changes in labor productivity, human resource quality and the competitiveness of the economy on the basis of science, technology, innovation and digital transformation.

In the new period, the working class continues to play a core role in developing modern production forces, directly creating material wealth, applying technology to production labor. Therefore, building a team of modern workers with knowledge, skills, industrial style and aspirations to contribute is a strategic task.

The emulation movement "Good labor, high productivity, good income" launched today is very timely and very meaningful, contributing to arousing the spirit of creativity, self-reliance, self-strengthening and responsibility of workers; at the same time creating motivation to improve productivity, improve income, welfare and working conditions, thereby harmonizing the interests between the State, businesses and workers, contributing to the rapid and sustainable development of the country.

On this occasion, Vice President Vo Thi Anh Xuan requested all levels, sectors, business communities, trade union organizations and all union members, workers, civil servants, and laborers to focus on implementing well some of the following contents:

First, the emulation movement "Good labor, high productivity, good income" must aim to "build a modern and strong Vietnamese working class, worthy of being a pioneering force in the cause of industrialization and modernization of the country" as directed by General Secretary and President To Lam at the 14th Vietnam Trade Union Congress.

Link the emulation movement with the effective implementation of Resolution 57-NQ/TW, strongly arousing the spirit of innovation, application of science, technology and digital transformation in labor and production; creating an environment for workers and laborers to promote initiatives, technical improvements, master new technologies, improve productivity, quality and efficiency of work. Pay attention to discovering, fostering, honoring and replicating advanced examples among workers and laborers.

Second, the Vietnam General Confederation of Labor and trade union levels need to promote the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers.

Emulation to improve productivity must go hand in hand with creating sustainable jobs, stable income, welfare and increasingly better working conditions for workers and laborers.

Levels, sectors, businesses and trade union organizations need to synchronously pay attention to policies on housing, cultural institutions, education, health care, occupational safety and health, social insurance, health insurance and welfare regimes; especially focusing on supporting workers in difficult circumstances, female workers, not letting workers stand outside the achievements of development.

Third, ministries, sectors, and localities need to set the goal of improving national labor productivity in the central position in the development strategy.

It is necessary to continue to improve institutions, remove bottlenecks, create a favorable environment for innovation, digital transformation, application of science and technology in production and business; develop a modern, flexible, safe and integrated labor market; have practical solutions to improve the quality of human resources, turning high-quality human resources into a competitive advantage of Vietnam.

Investing in people, in vocational education, vocational skills training, digital skills, training industrial style and labor discipline must be considered investment in the long-term competitiveness of the nation.

Fourth, the business community needs to determine that no matter how developed science and technology are, workers are still the most valuable resource, the direct creators of productivity, quality, efficiency and brand of enterprises.

Businesses need to proactively innovate governance, apply digital technology, artificial intelligence, big data, automation, and advanced governance models to improve labor productivity and reduce hardship for workers and laborers; and at the same time build a fair and transparent salary, bonus, and welfare mechanism associated with productivity, quality, initiative, and work efficiency.

Fifth, each union member, worker, civil servant, and laborer needs to continue to promote the glorious tradition of the Vietnamese working class, nurture the aspiration to rise up, the spirit of responsibility, self-reliance, self-strengthening, and modern working style.

Emulation in the new period is not only about working harder, but also about working more scientifically, creatively, safely, disciplinedly and effectively; constantly learning throughout life, improving skills, digital skills, adaptability, mastering new technologies, proactively proposing initiatives, technical improvements, saving effort, resources, raw materials, and improving the quality of products and services.

This large-scale event is organized in a simultaneous manner nationwide, combined directly with online, to 51 bridge points. Among them, the Central bridge point is located in Thang Long Industrial Park, Hanoi City, along with 4 main bridge points in Ho Chi Minh City, Da Nang City, Can Tho City and Vietnam Science and Technology Union.
