Striving to get close to 100% of pensioners through accounts by July 2025

Social Insurance Region I has just directed units to promote the payment of pensions and social insurance benefits through non-cash payment methods.

On June 4, Mr. Nguyen Ngoc Huyen - Director of Social Insurance Region I said that in order to complete the target of 100% of updating beneficiaries' citizen identification information (CCCD) to the Social Insurance Database System, moving towards using CCCD numbers to replace health insurance card codes and social insurance book codes under the direction of Vietnam Social Insurance and promoting the payment of pensions and social insurance benefits via non-cash payment methods, the leaders of Social Insurance Region I requested the Chief of Office, Heads of professional departments, Directors of District, District Social Insurance (District Social Insurance) to seriously implement, review, collect and update CCCD information of beneficiaries who have not received CCCD information on TCS software.

Accordingly, it is recommended that the district Social Insurance immediately coordinate with the police force and the local Post Office to collect the beneficiary's CCCD information to ensure 100% of the beneficiary's CCCD number update in the TCS software. At the same time, based on the collected CCCD data, comparing and synchronizing the social insurance code between the TCS and TST software to ensure consistency on the Social Insurance Database System of each beneficiary with only 1 social insurance code.

Regarding promoting the payment of monthly pensions and social insurance benefits through non-cash payment methods according to Plan No. 146/KH-UBND, the Director of Social Insurance Region I requested the District Social Insurance to coordinate with People's Committees at all levels, the Police force, post offices and commercial banks to continue to increase propaganda and mobilization of the number of people receiving monthly pensions and social insurance benefits in cash to open bank accounts and register to receive pensions and social insurance benefits through personal accounts. Strive for a payment rate through personal accounts by July 2025 to be close to 100%.

For cases that have been mobilized but the beneficiaries refuse to change the form of receipt, it is recommended that the district Social Insurance has a written report to the Social Insurance of Area I (with a detailed list stating the reasons).

In case the beneficiary has not received the monthly pension and social insurance allowance (slowly received) for 06 months or more, the district Social Insurance will coordinate with the police force, People's Committees of communes, wards, towns and the Post Office to exploit information from the pension and social insurance allowance records currently stored, household data, etc., conduct a lookup of national population data, medical examination and treatment data to determine the status and contact information of the beneficiary or the beneficiary's relatives. In case the beneficiary dies, the report of reduced benefits and the recovery of the received amount are not in accordance with regulations.

In addition, based on the data of the review of matching social insurance codes to enjoy the regimes provided by Vietnam Social Insurance, the Director of Social Insurance Region I also requested the district Social Insurance to check and verify. In case the social insurance code data on the TCS software is inaccurate, adjust and update the correct social insurance code of the beneficiary.

In case of receiving the same or incorrect benefits for social insurance regimes, it is recommended to notify and have a working record with the beneficiary on the same or incorrect benefits and to recover the amount of benefits not in accordance with regulations.
