Mr. Nguyen The Lap holds the position of Chairman of the Quang Tri Provincial Labor Federation

On December 26, in Dong Hoi ward, Quang Tri province, the 1st Quang Tri Provincial Trade Union Congress, term 2025 - 2030, opened.

The congress was attended by Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor (VGCL); Mr. Nguyen Chien Thang - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Quang Tri province; along with provincial leaders, former provincial leaders and 150 delegates representing nearly 44,000 union members and workers in the whole province.

The Congress took place in the context that Quang Tri has just completed the arrangement and consolidation of provincial-level administrative units and implemented the two-level local government model. This is the first term of the Provincial Trade Union in new conditions, posing a higher requirement for the role of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers, while requiring strong innovation in the methods of operation to adapt to the new development space.

Presenting the Political Report at the congress, the leader of the Quang Tri Provincial Federation of Labor said that despite only implementing the Resolution of the Congress for the 2023-2028 term for more than two years and facing many difficulties due to economic fluctuations, natural disasters, epidemics, and the requirement to streamline the apparatus, trade unions at all levels in the province have made efforts to overcome difficulties, achieving many important and quite comprehensive results.

Currently, the whole province has nearly 44,000 union members operating in 696 grassroots unions. During the past term, trade unions at all levels have focused on performing well the function of representing and protecting workers' rights through dialogue, collective bargaining, signing and supervising the implementation of collective labor agreements. The rate of organizing annual labor conferences reaches over 90%, contributing to building harmonious, stable and progressive labor relations in enterprises, agencies and units.

Caring for the material and spiritual lives of union members continues to be a highlight. The programs "Tet Sum Vay", "Worker's Month", "Union Member Welfare", "Union Meal" are implemented synchronously, becoming more and more practical. During the term, trade unions at all levels supported more than 85,000 union members with a total budget of over 78 billion VND; built 174 "Union Shelters" worth more than 6.3 billion VND; promptly supported hundreds of union members facing difficulties due to natural disasters, epidemics, job loss, contributing to stabilizing their lives and ensuring social security.

Along with that, the patriotic emulation movement continues to be innovated, associated with the task of production, business and local economic and social development. The whole province recorded more than 7,700 initiatives, topics, and technical solutions recognized, bringing in a profit of over 18 billion VND, thereby affirming the creative role and sense of responsibility of the team of workers and laborers.

Speaking at the congress, Mr. Nguyen Xuan Hung highly appreciated the spirit of solidarity, proactiveness and creativity of the trade unions at all levels of Quang Tri province in the past term. According to the Vice President of the Vietnam General Confederation of Labor, the achieved results are clear evidence that the Trade Union organization has focused on the grassroots, with union members and workers as the center.

Emphasizing the new context with many intertwined opportunities and challenges, Mr. Nguyen Xuan Hung suggested that the new Executive Committee focus on innovating the methods of operation, especially when there are no more direct superior trade unions at the grassroots level, the Provincial Federation of Labor must directly direct and support nearly 700 grassroots trade unions. The focus is on improving the quality of training and fostering grassroots union officials; promoting dialogue and collective bargaining; applying information technology, digital transformation to build a "digital union" model, enhancing connections, promptly grasping the thoughts and aspirations of workers.

Sharing the same view, Mr. Nguyen Chien Thang highly appreciated the role of the Trade Union organization in caring for the lives, protecting the rights of workers, contributing to stabilizing social security and promoting the socio-economic development of the province. The Chairman of the Vietnam Fatherland Front Committee of Quang Tri province suggested that trade unions at all levels continue to innovate the content and methods of operation in the spirit of Resolution 02-NQ/TW of the Politburo; focus on building a team of workers with strong political will, high skills, and industrial style, meeting the development requirements in the new period.

The Congress agreed on the goal for the 2025 - 2030 term of continuing to innovate trade union organization and activities; building a strong and comprehensive trade union organization; performing well the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. Striving to have about 55,000 union members in the whole province by the end of the term; over 90% of enterprises with trade unions signing collective labor agreements; promoting digital transformation in union member management, finance and trade union activities.

At the congress, the Presidium of the Vietnam General Confederation of Labor announced the decision to appoint the Executive Committee, Standing Committee and key positions of the Quang Tri Provincial Federation of Labor, term I, 2025-2030. In which, Mr. Nguyen The Lap was appointed to hold the position of Chairman of the Quang Tri Provincial Federation of Labor, along with Vice Chairmen Vo Van Tien, Phan Thanh Lan, Nguyen Tai Minh.

With the foundation of achieved results and clear orientation for the new term, the Quang Tri Provincial Trade Union is expected to continue to affirm its role as a reliable support for union members and workers, accompanying businesses and local authorities, contributing to the successful implementation of socio-economic development goals for the period 2025 - 2030.
