Proposal to continue reforming salaries and allowances for medical staff
Continuing salary and allowance reform is one of the recommendations and proposals of union members and workers in the health sector.
At the 15th Congress of the Vietnam Health Trade Union, term 2025-2030, Mr. Vu Anh Tuan - Vice President of the Vietnam Health Trade Union said that through the synthesis of recommendations and proposals from union members and workers from grassroots trade unions in the health sector, the majority expressed their hope that the State Party, National Assembly and Government would continue to improve the legal policy system related to the health sector in the spirit of Resolution 72-NQ/TW dated September 9, 2025 of the Politburo.
Resolution 72-NQ/TW stipulates a number of breakthrough solutions, enhancing protection, care and improving people's health.
Union members and workers in the medical sector recommended continuing to reform salaries and allowances. Accordingly, speed up the implementation of salary policy reform according to Resolution 27-NQ/TW, build a specific coefficient for the health sector. Develop a salary scale and table for the medical industry associated with the level of professional complexity and professional responsibility.

Propose that the Government soon issue a Decree stipulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities; anti-epidemic allowance regime; support regime for health workers in villages, residential groups, and midwives in villages and hamlets.
In addition, research is being conducted to apply seniority allowances to health care workers similar to the education sector, in order to record long-term contributions, offset for arduous and risky working conditions; create motivation for professional attachment and ensure fairness in treatment policies for public service sectors with specific characteristics.
Mr. Vu Anh Tuan added that opinions also propose adding a mechanism to protect health workers: including compulsory occupational liability insurance, legal support, ensuring labor safety and psychological support for departments and offices working in high pressure environments. Complete the mechanism for strictly handling acts of abuse, abuse, and insult to medical staff, protecting the rights and safety of medical staff.
As of October 31, 2025, the Vietnam Health Trade Union directly manages 120 grassroots trade unions with 60,694 union members, an increase of 12 grassroots trade unions and 9,066 union members compared to the beginning of the term. The remaining union members and workers in the health sector are currently being managed and actively working at local labor federations.
According to the Vietnam Health Trade Union, most workers in the health sector are well-trained, have high professional qualifications, and skills to meet the requirements of the task. Along with the country's development achievements, many policies, allowances, working conditions, salaries, and incomes of union members and workers in units have improved, reaching an average of VND 15,561,391/person/month, for the administrative sector alone, it is VND 17,057,341/person/month, for the business sector alone, it is VND 12,142,077/person/month, an increase compared to the previous term.
