The conference was attended by representatives of affiliated grassroots trade unions, members of the Standing Committee, Executive Committee of the Provincial Labor Federation and all full-time trade union officials in charge of the area.
At the Conference, Ms. Pham Thi Thang - Vice President of the Provincial Federation of Labor detailed the plan to organize the grassroots Trade Union Congress, clearly stating the requirements, content, implementation roadmap and answering difficulties and problems, helping units to implement on schedule and effectively.
According to the plan, grassroots trade unions must complete the organization of the Congress before October 31, 2025, with no more than one session. The 2025-2030 General Meeting of Grassroots Trade Unions has the task of summarizing and evaluating the results of the past term, proposing directions for activities for the new term; giving opinions on amending and supplementing the Charter of the Vietnam Trade Union; electing the Executive Committee, key positions and electing delegates to attend the Provincial Trade Union Congress.

For grassroots trade unions and trade unions with an operating period of no more than 30 months until September 30, 2025, they can choose the appropriate form of organization such as congress, delegation conference or union all-member conference.
The structure of the grassroots Trade Union Executive Committee includes at least 3 members, up to 25 members depending on the number of union members; if the Executive Committee has 9 members or more, the Standing Committee will be elected (no more than 1/3 of the total number of members). The inspection committee has a maximum of 9 members.
Regarding delegates attending the Congress, units with 200 or more union members organize a Congress of delegates (no more than 150 people, in some places with 5,000 or more union members, no more than 200 people). Grassroots trade unions with less than 200 union members can organize a plenary session, in special cases, they can ask for permission to organize a Congress of delegates.
At the Conference, representatives of grassroots trade unions discussed and raised questions about personnel work, election process, number of delegates, establishment of an Inspection Committee and were specifically answered by Ms. Pham Thi Thang, agreeing on how to implement it.
