Decree 170/2025/ND-CP regulates the recruitment, use and management of civil servants.

Article 16. Sequence of organizing civil servant recruitment exams and selection

1. After the recruitment notice, the head of the competent recruitment agency decides to establish a Recruitment Council. The Recruitment Council decides to establish an Inspection Board for the Application Form to check the conditions and standards of the candidate.

2. No later than 15 days or no later than 30 days for cases where the number of registered candidates is 500 or more, from the deadline for receiving the Application Form, the Recruitment Council will complete the following tasks:

a) Notify on the website or online portal the list of candidates who meet the requirements, standards for taking the exam or taking the exam and information related to the recruitment organization.

The announcement must clearly state: candidate information; job position registered for admission, priority selection order in the Admission Form; round 1 exam time, round 2 exam time (expected) for the exam for job positions arranged as experts and equivalent...

b) send a notice of invitation to the registration.

In case the candidate does not meet the conditions and standards, the reason must be reported and clearly stated.

3. Organizing the conditional subject exam (round 1):

a) Time of organizing round 1: No later than 30 days from the deadline for receiving the Application Form. In case of decision to extend the time as prescribed in Clause 2 of this Article, the time to organize the first round of competition is no later than 45 days from the deadline for receiving the Application Form;

b) Organizing a general knowledge and capacity contest

The exam results are announced to candidates immediately after the end of the test time. No re-examination of the results of round 1;

c) The Recruitment Council publicly announces on the website or the electronic information portal of the competent authority recruiting the list of candidates participating in round 2, time, location, form of round 2 and notifies the candidates. Candidates with the results in round 1 are of course allowed to participate in round 2 without a summons.

4. Organizing a specialized professional competition (round 2):

a) Time of organizing round 2: No later than 10 days from the end of round 1;

b) In case of specialized professional subjects opting for written exams:

No later than 15 days from the end of the writing exam, the marking and announcement of the results must be completed... In case the number of candidates participating in round 2 is from 1,000 candidates or more, the Chairman of the Recruitment Council can decide to extend the marking period but not more than 30 days. The deadline for receiving an appeal application is 5 working days from the date of announcement of the exam results.

In case of an appeal, no later than 10 days from the deadline for receiving the appeal, the appellate review must be completed. In case the number of review applications is large, the Chairman of the Recruitment Council will decide to extend the time to complete the review marking but not more than 20 days from the deadline for receiving the review application.

In case the exam is written in the form of a computer exam, the exam results will be notified to candidates immediately after the exam is completed. Do not review the test results written on a computer.

c) In case the specialized professional subject is chosen to combine writing and interviewing:

The organization of the writing contest is implemented according to the provisions of Point b of this Clause.

The recruitment council decides to organize an interview exam right after the writing exam (when there are no writing exam results). No re-examination of interview results will be conducted.

In case the exam is written in the form of a computer exam, the Recruitment Council decides to organize an interview for those whose results pass the exam on a computer at least 5 working days from the date of completion of the exam on a computer.

5. For job positions that do not have to organize 2 rounds of exams, no later than 30 days from the deadline for receiving the Application Form, the Examination Council must organize the exam; in case of a decision to extend the time as prescribed in Clause 2 of this Article, the time for organizing the exam is no later than 45 days from the deadline for receiving the Application Form.

The organization of exams and scoring exams for civil servants recruiting jobs in the main specialist rank and equivalent shall comply with the provisions of Point b, Point c, Clause 4 of this Article.

Do not review the results of the following exams:ams, practice, writing on computers, interviews, and projects.

6. Organize admission:

No later than 15 days from the date of notification of the call-up of candidates who meet the requirements and standards for taking the multiple-choice questions specified in Clause 2, Article 11 of this Decree, the Recruitment Council must organize the multiple-choice questions. No re-examination of the results of the multiple-choice test will be conducted.
