Point b, Clause 3, Article 8 of Decree 282/2025/ND-CP stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025), stipulating violations of regulations on public order as follows:
Fine from 3 million VND to 4 million VND for one of the following acts:
b) Organizing, hiring, assisting, inciting, enticing, luring, inciting others to intentionally cause injury or harm the health of others or offend the honor and dignity of others but not to the extent of criminal prosecution;
Thus, from November 25, 2025, hiring people to intentionally cause injury or harm the health of others but not to the extent of criminal prosecution can be fined up to 4 million VND.
