Clause 4, Article 10 of Decree 184/2025/ND-CP stipulates the amendment of Article 7, Decree No. 52/2019/ND-CP detailing a number of articles of the Law on special pardon stipulates the order and procedures for establishing records, and the list of people eligible for special pardon as follows:
1. Within 05 days from the date the Amnesty Decision is published and disseminated, the prison Warden and the prison Warden organize the person sentenced to prison to write an application for amnesty and a commitment according to the form.
2. After receiving the amnesty request from the person eligible for amnesty, the prison warden and the prison warden will organize a meeting for the group of prisoners to discuss, vote secretly, and introduce the person proposed for amnesty if there is a group of prisoners. The supervisor in charge of the prison team is responsible for synthesizing the meeting results in minutes and proposing opinions on the proposal for amnesty for those sentenced to prison terms under his/her management.
3. Based on the provisions of the law on amnesty, the Decision on amnesty and the results of the meeting of the prison team (group), the prison warden, and the prison warden prepare a list and records of people eligible for amnesty".
Thus, the order and procedures for preparing documents and the list of people eligible for amnesty are prescribed as above.
