Time to classify civil servant quality from January 1, 2026

Article 21 of Decree 335/2025/ND-CP (effective from January 1, 2026) stipulates the time to classify civil servant quality as follows:

- The classification of civil servant quality is carried out according to the working year. For civil servants transferred to work, the new agency, organization or unit where they work at the time of civil servant quality classification is responsible for implementation. The old agency, organization or unit is responsible for sending monthly and quarterly monitoring and evaluation results of civil servants to the new agency, organization or unit as a basis for calculating the average score and classifying quality at the end of the year.

- The time for classifying civil servant quality is conducted before December 15 every year, before conducting the assessment and classification of party members' quality and summarizing the annual emulation and reward evaluation work of the agency, organization or unit.

For agencies, organizations, and units with specific characteristics according to the prescribed functions and tasks that have not been summarized at the end of the year, the direct superior authority shall prescribe and guide the implementation before January 15 of the following year.

- In case at the time of quality classification, civil servants are absent for a legitimate reason or are on sick leave or maternity leave according to the provisions of law, the classification is based on the total monitoring and assessment scores for the actual period of time civil servants work in the year.
