The Lao Dong Newspaper Legal Consulting Office replied:
Article 2, Official Dispatch No. 1678/SGDDT-TCCB dated August 22, 2025 of the Department of Education and Training of Ho Chi Minh City Regarding the approval of preferential allowances for teachers who are directly teaching in public educational institutions, stipulates the authority to approve preferential allowances as follows:
- Department of Education and Training: approve preferential allowances for specialized schools/units, specialized schools, non-specialized schools but with specialized classes, ethnic boarding schools.
- Head of the unit: directly review and be responsible for the preferential allowances of the unit (except for units under the authority of the Department of Education and Training).
Thus, the authority to consider approving preferential allowances for teachers in public schools in Ho Chi Minh City is regulated as above.
