Double the bonus level for those who are awarded a certificate of merit by the Chairman of the People's Committee at the commune level
The bonus level for those awarded certificates of merit by the Chairman of the People's Committee at the commune level will be double compared to before July 1, 2025, according to the new Decree.
According to Point e, Clause 1, Article 54 of Decree No. 152/2025/ND-CP (effective from July 1, 2025), individuals awarded Certificates of Merit as prescribed in Points a, b, c and Point d, Clause 1, Article 75 of the Law on Emulation and Commendation shall be awarded a Certificate, a framework and accompanied by a bonus of 0.3 times the basic salary.
Article 75 of the Law on Emulation and Commendation stipulates the Certificate of Merit as follows: 1.
Certificates of merit include: a) Certificates of merit from the Head of an agency or unit with legal status under and directly under a Ministry, department or branch; b) Certificates of merit from the Chairman of the Board of Directors, Chairman of the Board of Members, General Director, Director of an enterprise or cooperative; c) Certificates of merit from the Head of a professional agency under the Provincial People's Committee and equivalent; ...
d) Certificates of merit from the Chairman of the Commune People's Committee.
Thus, a person receiving a Certificate of Merit from the Chairman of the People's Committee at the commune level will receive 0.3 times the basic salary. Currently, the basic salary according to Decree 73/2024/ND-CP is 2,340,000 VND/month. Thus, the person receiving a Certificate of Merit from the Chairman of the People's Committee at the commune level will receive a bonus of: 702,000 VND.
Before July 1, 2025, according to Decree No. 98/2023/ND-CP, individuals awarded a Certificate of Merit by the Chairman of the People's Committee at the commune level will be awarded a Certificate, a framework and a bonus of 0.15 times the basic salary, or 351,000 VND.
