Regulations on the structure of the specialized civil defense force from August 23, 2025
The specialized civil defense force consists of many components, according to the provisions of Decree No. 200/2025/ND-CP.
Article 9 of Decree No. 200/2025/ND-CP (effective from August 23, 2025) stipulates the specialized civil defense force, including:
1. Ministry of National Defense
Air and sea search and rescue forces; forces to respond to and overcome chemical, biological, radiological and nuclear incidents; forces to respond to collapse works; forces to respond to oil spills; forces to respond to other incidents and disasters according to the provisions of law.
2. Ministry of Public Security
Fire Prevention, Fire Fighting and Rescue Police Forces at all levels.
3. Ministry of Construction
Specialized search and rescue forces in the air and sea.
4. Ministry of Agriculture and Environment
Specialized forces on: Meteorology, hydrology; climate change; geological disasters.
5. Medical forces under ministries, branches and localities.
6. Specialized forces responding to oil spills under the Vietnam National Industry - Energy Group.
7. Specialized forces for mine rescue under the Vietnam National Coal - Mineral Industries Group.
8. Ministries and People's Committees at the provincial level shall base on their functions, tasks, and management scope to organize specialized civil defense forces to ensure streamlining and effective operation.
