Duties of national universities on training activities from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Article 3 of Decree No. 191/2025/ND-CP stipulates the functions, tasks and powers of national universities (effective from September 1, 2025), stipulating training activities as follows:

a) Develop and improve the quality of higher education to train highly qualified human resources, meet the requirements of socio-economic development, ensure national defense and security; promote international cooperation and integration to develop Vietnamese higher education at regional and world level;

b) Develop a Regulation on training for university education qualifications, report to the Minister of Education and Training for promulgation in accordance with the provisions of the Law on Higher Education and relevant legal provisions;

c) Develop and implement practical, specialized, special, talented and talented training programs at all levels of training to discover, train and foster scientific and technological talents; deploy training programs that have been implemented domestically abroad through international cooperation and linkage programs in accordance with the provisions of law.

Thus, from September 1, 2025, national universities are responsible for training activities according to the above regulations.
