People in near-poor households can receive social pension benefits
A reader with email dinhtrongxxx@gmail.com asked: Are people from near-poor households entitled to social pension benefits?
The Lao Dong Newspaper Legal Consulting Office replied:
Article 2, Decree 176/2025/ND-CP subjects and conditions for receiving social pension benefits as prescribed in Article 21 of the Law on Social Insurance, specifically as follows:
1. Vietnamese citizens are entitled to social pension benefits when they meet the following conditions:
a) From 75 years old or older;
b) Not receiving monthly pension or social insurance benefits; or receiving monthly pension or social insurance benefits lower than the pension benefits prescribed in this Decree;
c) Having a written request to receive social pension benefits.
2. Vietnamese citizens aged 70 to under 75 who are poor or near-poor households as prescribed by the Government and meet the conditions specified in Point b and Point c, Clause 1 of this Article.
Thus, people aged 70 to 75 in near-poor households who do not receive monthly pension or social insurance benefits; or are receiving monthly pension or social insurance benefits lower than the pension benefits if there is a written request to receive them, are entitled to social pension benefits.
