The competent person appoints the Village Team Leader from July 1, 2025

Clause 1, Article 23 of the 2019 Law on Militia and Self-Defense Forces stipulates the authority to appoint militia and self-defense forces command positions, except for the position of self-defense forces commander in military enterprises, as follows:

c) The Commander of the District Military Command decides to appoint the Village team leader, Lieutenant team leader, Sub team leader, Captain and Chief of the Militia and Self-Defense Team Leader;

This point is amended by Point a, Clause 11, Article 10 of the Law amending 11 Laws on Military and Defense 2025, effective from July 1, 2025, as follows:

a) Amend and supplement ...Point c Clause 1 is as follows: ...

c) The Commander of the Commune-level Military Command decides to appoint the Village team leader, Lieutenant team leader, Sub-captain, Captain and Captain of the Militia and Self-Defense Forces team leader after receiving the consent of the Chairman of the Commune-level People's Committee and the Commander of the Hanoi Capital Command, the Commander of the Ho Chi Minh City Command, the Commander of the Provincial Military Command;

Thus, before July 1, 2025, the Commander of the District Military Command will decide to appoint the Village Team Leader.

After July 1, 2025, the Commander of the Commune-level Military Command has the authority to appoint the Village team leader.
