Bonus level for security guards awarded a Certificate of Merit by the Chairman of the Commune People's Committee

The Lao Dong Newspaper Legal Consulting Office replied:

Point d, Clause 1, Article 75 of the Law on Emulation and Commendation 2022 stipulates that Certificates of Merit include: Certificates of Merit of the Chairman of the People's Committee at the commune level.

Point e, Clause 1, Article 54 of Decree 152/2025/ND-CP (effective from July 1, 2025) stipulates the bonus level of Certificates of Merit, Certificates of Merit, and Medals as follows: Individuals awarded Certificates of Merit as prescribed in Points a, b, c and Point d, Clause 1, Article 75 of the Law on Emulation and Commendation shall be awarded a Certificate, a framework and accompanied by a bonus level of 0.3 times the basic salary.

According to Decree 73/2024/ND-CP, the current basic salary is 2,340,000 VND/month.

Thus, from July 1, 2025, if a person participating in the security and order protection force at the grassroots level is awarded a Certificate of Merit by the Chairman of the Commune People's Committee, he/she will be rewarded with VND 702,000 (VND 2,340,000 x 0.3) according to the above regulations.
