Health insurance contribution rate of cadres and civil servants from July 1, 2025
The health insurance contribution rate for cadres and civil servants from July 1, 2025 is based on Decree 188/2025/ND-CP.
Point a, Clause 1, Article 6 of Decree 188/2025/ND-CP stipulates the level of health insurance contribution for cadres and civil servants as follows:
Payment level, payment support level and responsibility for health insurance payment
1. The contribution rate paid by the employer or the employee or the employee is regulated as follows:
a) The monthly contribution rate of the subject specified in Points a, c, d and e, Clause 1, Article 12 of the Law on Health Insurance is equal to 4.5% of the monthly salary used as the basis for compulsory social insurance contributions, in which the employer pays two-thirds and the employee pays one-third;

Refer to Clause 1, Article 12 of the 2024 amended Law on Health Insurance, which stipulates:
Subjects participating in health insurance
1. Groups paid by employers or paid by employees or co-payers include:
...
e) Cadres, civil servants, and public employees;
...
Thus, the monthly health insurance contribution for cadres and civil servants from July 1, 2025 is equal to 4.5% of the monthly salary used as the basis for compulsory social insurance contributions, of which employers pay two-thirds and employees pay one-third.
