Articles 32 and 33 of Decree 282/2025/ND-CP on administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025) stipulate as follows:

Article 32. prostitution behavior

1. Fine from VND 1,000,000 to VND 2,000,000 for prostitution.

2. Fine from VND 2,000,000 to VND 5,000,000 in case of prostitution by 2 or more people at the same time.

3. Additional penalty:

Confiscation of administrative violation exhibits for violations specified in Clauses 1 and 2 of this Article.

Article 33. Provincial prostitution

1. Fine a warning or fine from VND 300,000 to VND 500,000 for prostitution.

2. Fine from VND 1,000,000 to VND 2,000,000 in cases of prostitution for 2 or more people at the same time.

3. Additional penalty:

a) Confiscation of administrative violation exhibits for violations specified in Clauses 1 and 2 of this Article;

b) Based on the nature, extent, consequences of the violation, the violator and mitigating circumstances, aggravating circumstances to decide to apply the form of deportation penalty to foreigners who commit administrative violations as prescribed in Clauses 1 and 2 of this Article.

4. Remedial measures:

Forced to return any illegal profits obtained from committing a violation of the provisions of Clauses 1 and 2 of this Article.

Thus, prostitution can be subject to the highest administrative penalty of up to 2 million VND, prostitution can be subject to the highest administrative penalty of up to 500,000 VND.
