According to Article 31 of the 2025 Law on Employment, the State invests in building and developing a public employment service system through public employment service centers; ensuring the provision of free services to employees and employers.

Services include: job consulting, vocational training, job introduction, providing labor market information, recruitment support, recruitment, startup consulting and other related services.

The Law assigns the Ministry of Labor, War Invalids and Social Affairs to build, organize and operate a national job fair, with the function of connecting with local job fairs, public employment service centers, private employment service organizations, vocational training institutions and related organizations.

This job exchange system will be integrated and connected with the national population database, the social insurance, unemployment insurance database and other specialized databases, ensuring transparent, complete and unified information.
