Decree 170/2025/ND-CP regulates the recruitment, use and management of civil servants.

Article 11. Forms and contents of civil servant recruitment

Civil servant recruitment is conducted in 2 rounds as follows:

1. Round 1: Check the admission conditions at the Application Form according to the requirements of the job position to be recruited, if they meet the requirements, the candidate will be able to participate in round 2.

2. Round 2: Considering specialized expertise

a) Forms: Queries

b) Content: Testing knowledge and skills in performing public duties; assessing abilities: thinking, communication, situation judgment, learning, developing, expressing, attitude, personality and other abilities according to the requirements of the job position to be recruited;

c) Time: 30 minutes (c candidates must prepare no more than 15 minutes before taking questions and answers);

d) Score: 100 points.

Article 2. Subjects of application

1. Civil servants as prescribed in Clause 2, Article 1 of the Law on Cadres and Civil Servants.

2. Civil servant management agencies, including:

a) Central Party Office, Central Inspection Committee, Central Party Committees, Vietnam Fatherland Front, socio-political organizations at the Central level;

b) Provincial and municipal Party Committees directly under the Central Government;

c) National Assembly agencies, the National Assembly Office, the Office of the President, and the State Audit;

d) Supreme People's Court, Supreme People's Procuracy;

d) Ministries and ministerial-level agencies;

e) Organizations established by the Government or the Prime Minister that are not public service units (in cases where civil servant management authority is assigned);

g) People's Committees of provinces and centrally run cities.

3. Agencies employing civil servants.

4. The Minister of National Defense and the Minister of Public Security decide on the application of the provisions of this Decree to recruit, use and manage civil servants working in agencies, organizations and units under their management.
