The act of disclosing information about private life and personal secrets will be heavily fined

According to Lao Dong reporters' investigation, Decree No. 282/2025/ND-CP of the Government stipulating penalties for administrative violations in the fields of security, order, social safety; prevention and combat of social evils; prevention and combat of domestic violence has regulations related to penalties for the act of disclosing or disseminating information about the private life, personal secrets, and family secrets of family members.

Article 38 states the act of neglecting, not caring; not raising, not taking care of family members who are pregnant women, women raising children under 36 months old, people with disabilities, the elderly, the elderly, people who are unable to take care of themselves; not educating family members who are children:

1. A fine of between VND 10,000,000 and VND 20,000,000 shall be imposed for one of the following acts:

Abandoning, not caring; not raising, not taking care of family members who are pregnant women, women raising children under 36 months old, people with disabilities, the elderly, the elderly, people who are unable to take care of themselves;

Do not educate family members who are children.

2. Administrative violations: neglect, indifference; failure to raise or care for family members who are children not yet specified in this Decree are handled and sanctioned according to the provisions of the Government's Decree on sanctioning administrative violations in the field of social protection and assistance and children and related legal documents.

Remedial measures:

Compulsory public apology when the victim of domestic violence requests it at their home, workplace, other location or in the mass media for the act violating the provisions of Clause 1 of this Article.

Article 39 states the act of insulting the honor and dignity of family members:

1. A fine of between VND 5,000,000,000 and VND 10,000,000,000 shall be imposed for acts of insulting, scolding or other intentional acts that offend the honor and dignity of family members, except for the cases specified in Clause 2 of this Article.

2. A fine of between VND 10,000,000 and VND 20,000,000 shall be imposed for the act of disclosing or disseminating information about the private life, personal secrets, and family secrets of family members in order to insult honor and dignity.

3. Remedial measures:

Being forced to publicly apologize when the victim of domestic violence requests it at their home, workplace, other location or in the mass media for acts violating the provisions of Clauses 1 and 2 of this Article;

Forcing the revocation of documents, materials, leaflets, articles, and images for violations specified in Clause 2 of this Article.
