The competent authority stipulates the criteria for establishing a Security and Order Protection Team at the grassroots level according to the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023.
The arrangement of forces participating in protecting security and order at the grassroots level is stipulated in Article 14 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level 2023, specifically as follows:
Article 14. Arrange forces to participate in protecting security and order at the grassroots level

3. Based on the situation, requirements for ensuring security, order, socio-economic conditions, population size, and natural area of the locality, the Provincial People's Council stipulates the criteria for establishing a Security and Order Protection Team and the criteria for the number of members of the Security and Order Protection Team in the area under management.
4. The provincial People's Committee decides on the number of Security and Order Protection Teams that need to be established, the number of members of the Security and Order Protection Teams in villages and residential groups under its management to each commune-level administrative unit.
Thus, according to the above provisions, the Provincial People's Council stipulates the criteria for establishing a Security and Order Protection Team at the grassroots level and the criteria for the number of members of the Security and Order Protection Team at the grassroots level in the management area.
