Banning the use of artificial intelligence to infringe upon the rights and interests of individuals

Article 7 of the 2025 Artificial Intelligence Law (effective from March 1, 2026) stipulates prohibited acts as follows:
1. Taking advantage of and appropriating artificial intelligence systems to commit illegal acts, infringing upon the legitimate rights and interests of organizations and individuals.
2. Develop, provide, deploy or use artificial intelligence systems for the following purposes:
a) Performing prohibited acts as prescribed by law;
b) Using false elements or imitating real people and events to deceive or manipulate people's perceptions and behaviors intentionally and systematically, causing serious damage to the legitimate rights and interests of people;
c) Taking advantage of the weaknesses of vulnerable groups, including children, the elderly, people with disabilities, ethnic minorities or people with civil act incapacity, people with limited civil act capacity, people with difficulty in perception and controlling behavior to harm themselves or others;
d) Creating or disseminating fake content that may cause serious harm to national security, social order and safety.
3. Collecting, processing or using data to develop, train, test or operate artificial intelligence systems contrary to the provisions of law on data, protecting personal data, intellectual property and network security.
4. Obstructing, invalidating or distorting the mechanism of human supervision, intervention and control over artificial intelligence systems as prescribed by this Law.
5. Conceal information that must be public, transparent or accountable; erase, falsify information, labels, and mandatory warnings in artificial intelligence activities.
6. Taking advantage of research, testing, evaluation or testing of artificial intelligence systems to carry out acts contrary to the provisions of law.
Thus, from March 1, 2026, the law strictly prohibits taking advantage of and appropriating artificial intelligence systems to commit illegal acts, infringing upon the legitimate rights and interests of organizations and individuals.
