Cases accepted as commune-level civil servants from July 1, 2025

Article 20 of the Law on Civil Servants 2025 (effective from July 1, 2025) stipulates the methods and authority to recruit civil servants as follows:

Method and authority to recruit civil servants

1. Recruitment of civil servants for job positions is carried out through the following methods:

a) Admission exam;

b) Consider recruitment for some groups of subjects according to Government regulations.

2. In addition to recruiting civil servants through exams or selection, the civil servant management agency decides to accept the following subjects as civil servants:

a) Experts, scientists, lawyers, good lawyers, outstanding and outstanding businessmen who are attracted to work in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations;

b) People with experience, immediately meeting the requirements of the job position, who are civil servants, salary earners in the People's Army, People's Public Security, or grassroots organizations that are not civil servants and other cases working at agencies, organizations, or units in the political system.

3. The civil servant management agency shall conduct recruitment or decentralize, and authorize the recruitment authority to the agency employing civil servants.

4. The recruited person is arranged in a job position and assigned to the corresponding civil servant rank.

5. The Government shall detail this Article.

Thus, from July 1, 2025, the civil servant management agency will decide to accept the following subjects as civil servants, including commune-level civil servants:

Experts, scientists, lawyers, good lawyers, outstanding and outstanding businessmen are attracted to work in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations;

People with experience, immediately meeting the requirements of the job position, who are civil servants, salary earners in the People's Army, People's Public Security, key organizations that are not civil servants and other cases working at agencies, organizations, and units in the political system.
