Public assets are contributed capital to commercialize scientific research results

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 4, Decree 271/2025/ND-CP (effective from October 15, 2025) Regulating the establishment, participation in the establishment of enterprises, participation in contributing capital to enterprises to commercialize the results of scientific research and technology development in Hanoi City, stipulates that public facilities are allowed to use the following assets to contribute capital:

a) Money from the career development fund;

b) Funds from the science and technology development fund as prescribed by law on science, technology and innovation;

c) Sponsorship, aid, and legal gifts for the purpose of capital contribution;

d) Money from other funds is used to contribute capital according to the provisions of law;

d) Intellectual property rights are used to contribute capital according to the provisions of law;

e) Results of scientific research, technology development and innovation are used to contribute capital in accordance with the provisions of law on science, technology and innovation;

g) Other assets allowed to be used to contribute capital according to the provisions of law.

Thus, public facilities are allowed to contribute capital for the above assets to commercialize the results of scientific research.
