Types of documents certified at the Commune People's Committee from November 2025

Clause 2, Article 1 of Decree No. 280/2025/ND-CP (effective from November 1, 2025) amending Article 5 of Decree No. 23/2015/ND-CP stipulates the authority and responsibility for certification, including the authority of the Chairman of the Commune People's Committee as follows:

1. The Chairman of the Commune People's Committee has the authority and responsibility to:

a) Certificate the original of documents and papers issued or certified by competent Vietnamese agencies and organizations; competent foreign agencies and organizations; competent Vietnamese agencies and organizations affiliated with competent foreign agencies and organizations;

b) Certificate the signature in documents and papers;

c) Certificate the signature of the translator in documents and papers from foreign languages to Vietnamese, from Vietnamese to foreign languages;

d) Certificate of transactions related to real estate assets;

d) Certificate of transactions related to the rights of land users according to the provisions of the law on land;

e) Certificate of housing transactions according to the provisions of the law on housing;

g) testate;

h) Certification of documents refusing to receive inheritance;

i) Certification of the document on dividing the inheritance as property specified in Points d, dd and e of this Clause.

Thus, from November 1, 2025, the above documents will be certified by the People's Committee of the commune.
