Ministry of Education guides teachers on job transfer conditions and salary ranking
The conditions for considering the transfer, assignment or review of the job position of teachers are questions that teachers are concerned about and the Ministry of Education and Training has answered.
Ms. Vo Thuy Trinh (Lam Dong) was recruited as a teacher at the Vocational Education - Continuing Education Center in 2020, ranked as an A1 civil servant salary. Currently, she has a second degree in Primary Education.
Ms. Trinh asked if she could transfer to work at a secondary school or elementary school and what salary level would be calculated when transferring to another job? Ms. Trinh's current salary is level 4.
Regarding this issue, the Ministry of Education and Training answers as follows:
Ms. Vo Thuy Trinh is currently a teacher at the Vocational Education - Continuing Education Center, recruited in 2020, ranked as an A1 civil servant salary. Having a second university degree in Primary Education meets the training level requirements for the professional title Primary Teacher Grade III according to Circular No. 02/2021/TT-BGDDT, and in case of transferring to teaching at a secondary school, it must fully meet the professional title standards for teachers according to the provisions of Circular No. 03/2021/TT-BGDDT and Circular No. 08/2023/TT-BGDDT dated April 14, 2023,
Therefore, the consideration of transfer, assignment or consideration of job position transfer from the Vocational Education - Continuing Education Center to primary school or secondary school can only be carried out when there is a need for staffing, recruitment targets and she must fully meet the standards and conditions of the corresponding professional title according to current regulations.
In case of transfer from the Vocational Education - Continuing Education Center to a primary school or secondary school without changing the civil servant rank (both belonging to type A1), she is entitled to preserve the current salary grade and the time for calculating salary grade increase according to the provisions of Circular No. 02/2007/TT-BNV. Salary ranking is implemented according to Decree No. 204/2004/ND-CP.
